Salt could leach out and kill the surrounding vegetation when it rains. You could purchase some seed inhibitor to prevent new seeds from germinating and growing. It isn’t very expensive and you only have to sprinkle it once or twice a season.
Put that black material under it that stops things from growing.
Periodic spraying with general-purpose contact vegetation killer will work. You don’t spray the ground - just the growth as it appears.
Ancient warriors would plow the ground and salt it for a reason.
Salt works best.
Try vinegar. Just make sure it doesn’t leak out or it will kill the surrounding vegetation as well.
The black material is called filter fabric or landscaping fabric.
Buy yourself some pins to hold it down in place. You can start by digging the area down to soil. Compact the area so the dirt doesnt shift or heave (if you live where the ground freezes). You can also add some stone dust. Then pin your fabric to the ground (they are like metal or plastic spikes - metal works better, plastic breaks and bends).
Put your rocks on top and you should be ok. The fabric will act as a light blocker. If something should make its way up through the fabric (which it shouldnt) use a weed killer.
Good luck!
Sprinkle Preen around rock bed..it will keep weeds from growing and if you have plants or shrubs you can get Preen w/fertilizer also. You can find Preen at any Home Depot or Menards or greenhouse.

Otherwise in early spring….you can spray Roundup on emerging weeds. This will kill anything growing in rock bed and control the weeds for about 6 weeks…then you will have to respray. Warning….Don’t use Roundup if you have anything growing in or around rock bed!!
put a mat down before applying the rocks. material for this purpose is available at garden centers. After a year or two, weeds may still drop seeds that may germinate on top of the mat and rocks, but they are easy to remove.
Salt is harmful to the environment. Mulching between the rocks sounds like a reasonable idea.
If all else fails, ask the ones who sent you the threatening letter for their suggestions.
ROCK ON!!
We have a good deal of our yard in the back of the garage with gravel on it. We just apply Roundup as needed to kill anything that pops up. RoundUp is good because it biodegrades and will not harm trees or shrubs. That is it won’t if you don’t get any over spray on them.
I would not bother with a fabric underlayment. Over the years, we have found that putting plastic or other fabrics under the gravel really doesn’t work that well. Sooner or later, there will be a build up of small amounts of dirt in the rocks and then weeds and grass will sprout..
